And when I did that, I noticed there were 3 little (red) slots in the “Local” recruitment corner. I recruited I think 5 units, so 3 of them had 1 turn until complete, the remaining 2 had 2 turns until complete. Makes sense. 3 units per turn is what I took that to mean. The Global recruitment also had 3 (blue) recruitment slots.
